Gracia Kasoki Katahwa will run for Borough Mayor of Côte-des-Neiges—Notre-Dame-de-Grâce under the Projet Montréal banner. Montreal Mayor Valérie Plante made the announcement earlier today at a press conference in the borough alongside Katahwa and seven other first-time candidates whom Plante referred to as the future of her party.

Katahwa joins an arguably crowded field which includes incumbent Borough Mayor Sue Montgomery, originally elected as a Projet candidate and now running with her own borough-specific party Courage – Équipe Sue Montgomery. Longtime City Councilor for the Darlington district Lionel Perez is running for the post as the candidate for Denis Coderre’s Ensemble Montréal, a party of which Perez was recently the Interim Leader.

Matthew Kerr is running under the banner of Mouvement Montréal, the party started and led by Balarama Holness. Meanwhile, Alex Montagano promises a “back to basics” approach as he runs with his borough-specific party Team/Equipe CDN NDG.

Katahwa has a background in healthcare and is the only black woman on the Administration Council of the Ordre des infirmières du Québec. While this is her first foray into politics, she has a long history with the borough.

CDN/NDG is shaping up to be one of the races to pay close attention to this November.

We didn’t hear all that much about Montreal municipal politics in 2020. Plenty was happening on the local front, but with COVID-19 raging for most of the year, our focus remained on the response.

Yes, our city administration did play a part in that response, but it was mostly limited to initiatives to cope with what was happening. The big picture stuff like what money is coming to bail individuals out and whether or not we are on lockdown and what that means were the perview of our Federal and Provincial governments respectively.

Throw the political madness south of the border into the mix and our local politics just got buried, for the most part. It looked like that would change in 2021, but almost right out of the gate we got a curfew across Quebec and a failed (but still ongoing) coup attempt in the US.

This year, though, is an election year in Montreal, so the local political scene will undoubted come to the forefront, whether world events want it to or not. I spoke with Niall Clapham-Ricardo about the upcoming election in the latest FTB Fridays and one thing that became clear was that this was Valérie Plante’s election to lose.

Who is the Opposition?

While Montreal Mayor Valérie Plante and her party Projet Montréal suffered some setbacks in 2020 and did some things that really annoyed even some die-hard supporters, their opposition is divided. She is running opposed by many, but at the same time running pretty much unapposed.

The primary and Official Opposition in City Hall is Ensemble Montréal, formerly known as Équipe Denis Coderre pour Montréal. Lionel Perez is their interim leader.

And by interim, I mean he’s not running for Mayor of Montreal against Plante. At this point, no one is.

There are rumours that Denis Coderre might try for another kick at the can in 2021, something the former mayor hasn’t ruled out and even hinted at. If he does go for it, he will undoubtedly be able to retake the reigns of the party created for him.

This could explain why Ensemble has waited this long to pick his replacement. If Coderre decides not to run, though, they might find themselves scrambling to find a new standard bearer to challenge Plante.

If the former mayor is in, though, the fact that he chose to stay on the sidelines for four years will undoubtedly be a factor, as will stuff that he did as mayor before losing. The 2017 election was as much a repudiation of Coderre’s pit bull ban, his handling of the Formula E race and his general demeanor as mayor as it was a vote for Plante.

Meanwhile in Côte-des-Neiges—Notre-Dame-de-Grâce, Borough Mayor Sue Montgomery is starting her own party. Originally elected under the Projet banner, Plante kicked Montgomery out of the party’s caucus for refusing to fire her Chief-of-Staff earlier last year.

Montgomery recently won a court case against the city and my colleague Samantha spoke with her last week about the decision and the political situation in the borough. It’s important to note that while they’re not against branching out, Montgomery’s new party will currently only be running candidates within the borough (same with the upstart CDN-NDG party which has no affiliation with Montgomery’s organization).

CDN-NDG is the city’s most populous borough, and while losing ground there will almost certainly affect Projet’s control of City Council, there is still no direct challenge to Plante’s leadership coming from the borough. That is unless you count Ensemble Interim Leader Perez, who I don’t.

As for other potential challengers to Plante, some have floated David Heurtel’s name as a potential candidate, but it looks like the former Quebec Immigration Minister is waiting to see if Coderre is in or out before going for Ensemble leadership.

Meanwhile, former Montreal Allouettes player and former Projet candidate for Borough Mayor of Montréal-Nord Balarama Holness is considering a run for the city’s top job, but hasn’t said with which party.

Even former Projet councillor Guillaume Lavoie, who lost a leadership bid to Plante in 2017, is considering running. Some speculate he is looking to take the reigns of Mélanie Joly’s former party Vrai changement Montréal.\

Currently, there is only one declared candiate to unseat Plante as Mayor of Montreal: Félix-Antoine Joli-Coeur, who has previously counselled former Mayor Gérald Tremblay and former Quebec Premier Pauline Marois. This will undoubtedly change, but whether or not they sign up with enough time for the voting public to get to know them remains to be seen.

So, this election is shaping up to be all about Plante. With that in mind, let’s look at how that could play out electorally:

Haters Gonna Hate, Loyalists Gonna be Loyal

Even before the latest election season began, there were people predisposed to hate everything Valérie Plante and Projet Montréal might do. These are people who, for the most part, didn’t vote for them the last time, and certainly won’t vote for them this time.

They’re the type who will find any story that could be spun to show the current administration in a negative light and do just that. You had better believe they will be voting on election day and will likely coalesce behind the candidate and party that has the best chance of beating Plante and Projet, regardless of who that is.

On the other hand, Projet has its loyalists. People who have supported the party since Richard Bergeron was leader and continue to do so. For them, the party can do no wrong.

These two groups will presumably cancel each other out at the polls. So the decision then falls to two other groups:

Group 1: The Projet Machine

This is the smaller of the two groups, but potentially the most influential in the outcome. Voter turnout in municipal elections isn’t traditionally the greatest, so a dedicated group of people getting out the vote can be, and frequently is, the difference.

The Projet Machine is impressive, or at least it was when I last witnessed it in action on Election Day in 2017. Full disclosure, I not only supported and voted for Projet since it was formed, but also volunteered on the phone for the party for the past few elections.

I saw a well-organized, smart and motivated group of people. There were seasoned political professionals as well as people just giving all the time they could to help out.

The one thing they all had in common was dedication. Not to the Projet brand specifically, but to the progressive approach to city management it represented. To a new way of doing things.

While Plante and her party have lived up to many of their promises, they have also taken some decisions that could alienate a good chunk of their militant base. So the question becomes: How much of that base will stick with them?

While I see myself as part of this group, I can’t speak for it as a whole. What I can do is go over some of the things Plante and Projet have done that weaken my resolve to support them.

You won’t find blocking cars from taking a shortcut across the mountain, more bike paths, cancelling the Formula E contract or any of the measures like expanded terrasses and decreased traffic passed to encourage neighborhood tourism during a pandemic on this list. I strongly supported those initiatives and still do. This is what we voted for.

Here is where, IMHO, they screwed up:

  • Sending Riot Cops to a Homeless Encampment: While homelessness is a complex issue, going full authoritarian is never a good move. Instead of coming down personally to the tent city the homeless had built as a safe alternative to shelters in a time of COVID and demanding the Legault Government provide an adequate alternative, Mayor Plante sent in the riot cops.
  • Not Standing Up Forcefully Against Bill 21: This should have been a no-brainer. Montrealers oppose Bill 21 (aka the Religious Symbol Ban) by a wide margin. The current Quebec Government, which only won two seats on the Island of Montreal, wants to impose it to appease their rural base. While Plante said she is personally against it, she decided not to oppose and potentially block its implementation here.
  • Waiting Too Long to Appoint an Anti-Racism Commissioner: Ultimately this one turned out to be something Plante should be applauded for. Naming Bochra Manaï as the city’s first Anti-Racism Commissioner last week was a good move, and one that drew the ire of Premier Legault because Manaï had strongly opposed Bill 21 (apparently Legault had hoped someone from the SPVM would be appointed instead – really). The question remains, though: Why did Plante wait this long?
  • Changing Names: Now this one is a bit personal for me and may not resonate with other former Projet die-hards. Shutting down calls to rename Lionel-Groulx Metro after Oscar Peterson is one thing (and one that is arguably not the city’s call). Changing plans to rename a street after Daisy Sweeney is another (and one that is very much the city’s call). Randomly suggesting that the Griffintown REM stop be named after Bernard Landry and then doubling down on it speaks to a pattern: we don’t mess with history unless it pleases the majority.

Honestly, I’ll probably still vote for Plante again, because the alternative is probably worse. But it would take either a major shift in the administration responding to Quebec City (not on COVID, they don’t really have a choice) or other progressive priorities or the scary prospect of a Coderre victory to get me to volunteer again. Not sure, though, if they can bring the rest of the base back.

Group 2: The General Public

This is the group that doesn’t pay close attention to municipal politics for the most part of each four-year cycle. Their vote will be decided, most likely, in the weeks leading up to the election.

While a solid persuasion campaign, followed by a get-out-the-vote campaign is crucial, people first need to believe that they are voting in their best interest.

Plante is the name that they know. If they are reasonably satisfied with how things are going under her leadership, they will vote for her.

That is unless another name, say Coderre, comes down the pipe and convinces them otherwise. If the challenger is Coderre, then his legacy as Mayor comes into play as well.

Regardless of who it is, this is Plante’s election to lose, or win.

In just over two years, Côte-Des-Neiges—Notre-Dame-De-Grâce Borough Mayor Sue Montgomery and Montreal Mayor Valérie Plante have gone from the seemingly closest of teammates to not even being in the same party let alone the same page.

For those who don’t follow Montreal municipal politics that closely, it’s turning into quite the saga. Like the Star Wars prequels: just as much politics but with better dialogue and no CGI. Though it’s not blatantly obvious at this point who the Emperor is.

I’ll do by best to reacap:

The Story So Far

Two Fridays ago Plante kicked Montgomery out of the Projet Montréal caucus. Why? Montgomery refused to fire a member of her borough staff accused of psychological harassment of other borough employees despite the Comptroller General calling on her to do just that in a report.

The same evening Montgomery posted on Facebook that both she and Plante didn’t have enough evidence to warrant firing someone. She also stressed that she takes harassment very seriously and also made it clear she will continue as Borough Mayor as an independent (for now, though I’m not ruling out her joining another party at some point in the future).

The following Monday, the Plante Administration countered by releasing some of what they know and arguing there was enough evidence to warrant firing. The next day, Montgomery went on CJAD, reiterated her previous stance and said that “this is about silencing a whistleblower in my borough.”

Montgomery was saying that someone looking into irregularities of CDN/NDG funding versus that of other boroughs may have played a part in all of this. Was she implying that the harassment charge was a smokescreen? Was the employee accused of harassment the whistleblower?

I’m not really sure. What I do know is that people are taking sides.

This past Monday, a large and vocal contingent of Montgomery supporters showed up at the Borough Council meeting, where Montgomery effectively called the Comptroller General’s report BS. The three Projet councillors in the Borough, though, were singing a different tune.

Peter McQueen (NDG), Magda Popeanu (CDN) and Christian Arseneault (Loyola) held a press conference before the meeting where they argued that Montgomery was on a “personal crusade” that made it difficult to get actual borough work done. It seems like the two CDN/NDG opposition councillors Marvin Rotrand and Lionel Perez are on the same page as their local Projet colleagues on this matter.

On Tuesday, Plante said, in a statement, that she would be violating Canada’s Privacy Act if she released a confidential labour report, adding: “It is high time Ms. Montgomery stops fabricating stories and creating alternative facts.”

It’s a good time to let you know that I am a longtime Projet supporter and even volunteered in NDG/CDN for a day on the phones to help get out the vote for both Plante and Montgomery. As such, I’m not going to take sides, at least not in this piece.

Instead, I’m going to try and figure out how this will affect the next Montreal Municipal Election, which happens in just under two years time. And, no, I’m not going

CDN/NDG Isn’t the Plateau

Last year longtime Plateau Borough Mayor Luc Ferrandez quit not only his and Plante’s party, but his job as well. Projet didnt miss a beat, replacing him in a by-election, with another guy named Luc to boot.

That’s the Plateau, a borough where Projet won all the City Council and Borough Council seats plus the mayorship three elections in a row. CDN/NDG is a different story.

In 2009 only McQueen won a council seat under the Projet banner. Popeanu joined him in 2013, giving the party a larger presence on the council, but not control of it.

It wasn’t until the 2017 election, when Arseneault and Montgomery won, that Projet held a majority of the council and the mayorship, effectively giving the party control of the borough. Maintaining or building on that lead wasn’t a sure thing with Montgomery on board and becomes an even more uncertain prospect with a different candidate.

In short, giving up control of the most populous borough in the city on purpose two years after you finally got it is not politically expedient in the slightest. Plante either seriously miscalculated (unlikely) or really felt like she had no choice.

Running Without the Team

Montgomery, I suspect, also truly felt like she had no choice. Either that or thought she was calling the Mayor’s bluff by refusing to fire her staffer.

She must know that getting elected to another term will be considerably more difficult without the party apparatus and volunteer base that helped her win the first time around. Not to mention popular councillors like McQueen urging his constituents to check her box as well.

Even if she thought the Plante brand was tarnished in CDN-NDG, being on the same ticket wouldn’t hurt her chances of winning, as people frequently don’t vote along party lines in every box. Going it alone will.

And she will, most likely, be going it alone. Given what Perez, one of the two opposition councillors in CDN-NDG and interim leader of Ensemble Montréal (the former Équipe Denis Coderre) had to say about her, it’s doubtful the Official Opposition would welcome her with open arms (I predict they’ll run Perez as CDN-NDG Borough Mayor, he’s had the job before).

Yes, Montgomery was a public figure with name recognition before the last election and she does have supporters that will board a bus to cheer for her. The question is whether or not they will also canvas, call and get out the vote for her the way the Projet team did and would have done again.

Not Easy to Predict

While people are taking sides now, many had already taken them well before the last election. Projet supporters in the borough will most likely back Plante, the council candidates and whomever they run as Borough Mayor. Newer converts who came into the Projet fold thanks largely to Montgomery, may not.

Projet haters, though, may not latch onto Montgomery, especially if she is running against both her former party and the Official Opposition. She did get elected supporting the Projet platform, which is what most of the party’s haters hate, and her departure from the party had nothing to do with her shifting in policy .

Sure, she could change her tune, but that would seem opportunistic at best and probably wouldn’t help her much. Winning re-election is now a longshot for her, though not an impossible one.

Undoubtedly, Montgomery running again as an independent with a similar platform as that of her former party will hurt Projet’s chances of re-establishing control of the borough. It may, though, benefit the opposition more than it will her.

Plante’s best move right now would be to announce a project or immediate improvement in the borough alongside her city councillors. Something you need the Mayor of Montreal to authorize like more 105 buses.

In the long run, her best move is to pick a Borough Mayor candidate at least as strong as Montgomery was and hope for and work for the best.

This saga isn’t over yet.

Montreal politics in the 2010s saw quite a bit of change, followed by more change. The city had five mayors in ten years.

The decade kicked off with the final two years of Gérald Tremblay’s twelve year reign as Mayor. By November 2012, though, the Quebec corruption scandal had engulfed many of his closest associates, meaning he had to resign before his term was up.

While Tremblay may have avoided any personal repercussions for the crooked business-as-usual approach Montreal and Quebec were famous for, his successor Michael Applebaum wasn’t so lucky. Applebaum was arrested at City Hall just over seven months into his term as Interim Mayor and was subsequently (March 2017) sentenced to a year in prison March for bribery and extortion that happened when he was Borough Mayor of Côte-des-Neiges–Notre-Dame-de-Grâce.

Enter Laurent Blanchard, temporary replacement mayor for the temporary replacement mayor. He had one job: not get arrested for six months until the election and he pulled it off! Great job M. Blanchard.

2013: Time for Change?

The stage was set for 2013. In one corner, former Liberal Cabinet Minister Denis Coderre leading the cleverly named Équipe Denis Coderre, a group largely comprised of former team Tremblay members (the ones who weren’t arrested). In the other, Projet Montréal, still led by its founder Richard Bergeron.

That was the case until political upstart Mélanie Joly entered the fray with her newly formed Vrai changement pour Montréal party. Joly’s energy and political skill helped her overcome accusations that she was only using this run as a springboard to federal politics and that it was all about her, not her team.

She finished second to Coderre in the mayoral race, only six points down, but her party was fourth in the seat count, way behind Coderre’s team and Projet Montréal and also with less representation than Marcel Côté’s Coalition Montréal. Joly quit municipal politics shortly thereafter and ran federally for the Liberals two years later. She is currently our Minister of Tourism, Official Languages and La Francophonie.

As for Projet, they held the Plateau and Rosemont boroughs and made significant gains elsewhere, most notably taking all but the Borough Mayor’s seat in the Sud Ouest (until Benoit Dorais eventually decided to join his councillors).

Denis “Cut the Mic” Coderre

For the next four years, though, Denis Coderre was running the table. And he had no problem reminding everyone of that fact whenever he felt he needed to or just wanted to:

  • Car sharing service downtown? Use the power the Mayor has as the defacto Bourough Mayor of Ville Marie to block it and admit it’s because of personal support from the taxi industry.
  • Montreal’s turning 375? Time to spend a ton of money on random stuff like granite tree stumps and a national anthem for a borough where support for the administration is strong.
  • A dog (that wasn’t a pit bull) attacks someone? Ban all pit bulls.
  • Someone brings up valid points about the pit bull ban? “Cut the mic!
  • Flooding in the West Island? Pull rescue workers off the job for a photo op.
  • Opposing federal party installs a community mailbox? Personally take a jackhammer to it. (Okay, that one was kinda cool)
  • Formula E organizers want the race to go through city streets even though there’s a perfectly good racetrack to use? Do their bidding, disrupt people’s lives and try to make the event look like a success with free tickets.

That last one, honestly, probably cost him re-election more than anything else. Yes, the Coderre era, brief as it was, ended.

Valérie Plante and a New Direction

On November 5, 2017, Valérie Plante, who was never supposed to have defeated former PQ Cabinet Minister Louise Harel for a council seat, was the underdog in the Projet Montréal leadership race and an extreme longshot to take down Coderre at the beginning of the campaign, became Montreal’s first elected female mayor. Her party also took control of not only City Council but also several bouroughs including CDN/NDG, the city’s largest.

Right out of the gate, Plante and her team undid two of Coderre’s most unpopular decisions: the pit bull ban and the prospect of a second Formula E race running through Montreal’s streets. They also recently overturned in council the Tremblay-era changes to bylaw P-6 which had previously been overturned by the courts in 2016 and 2018.

Plante and her team also voted early on to ban calèche horses, a law that goes into effect tomorrow. So they’re starting the new decade with a promise even Coderre tried to deliver on but failed.

One of Plante’s most controversial moves was the pilot project to bar private cars from using the mountain as a shortcut. They ultimately decided not to make it permanent after respondents to the public consultation process they had set up overwhelmingly rejected it (personally I thought it was a good idea that didn’t go far enough).

That decision to listen to the public most likely played into longtime Plateau Borough Mayor and Projet Montréal heavyweight Luc Ferrandez resigning. Earlier this year, he stepped down saying he thought his party wasn’t willing to go far enough for the environment.

For years, Ferrandez had been successful in the Plateau but harmful to his party in other parts of the city. Now, Plante and Projet’s opponents don’t have the Ferrandez albatros to contend with and his replacement Luc Rabouin handily retained power for the party in the borough.

This doesn’t mean Plante and company didn’t make mistakes in their first two years. They haven’t properly dealt with ongoing problems like systemic racism in the Montreal Police Force (SPVM) and in our institutions, the for-profit authoritarian leanings of our transit system and its ticket enforcer cops or adequately challenged the CAQ Provincial Government’s bigoted Bill 21, something Montrealers, by and large oppose, despite support in the rest of Quebec.

There are also some self-made mistakes like cancelling plans to rename a street in the Sud Ouest after the late Daisy Sweeney or the idea of naming the Griffintown REM train stop after former PQ Premier Bernard Landry. The latter an idea that didn’t need to be floated to begin with and should have been withdrawn after public outcry from the historic Irish community.

Plante was, however, successful, in securing funding for some of her signature campaign promise, the Montreal Metro Pink Line. In particular, the western portion that will travel above ground.

If the Pink Line starts to see the light of day and Plante fixes or starts to fix the problems I just mentioned, she’ll be on her way to another term. She has two years.

So, will the next decade be as bumpy on the Montreal political scene as this past one was? I honestly don’t know, I don’t have 2020 vision.

The Montreal Climate March is tomorrow. It’s part of the student-started global Climate Strike movement, but with so much official support and participation, not to mention cancelled classes, I’m not sure the strike label fits.

Regardless, 300 000 people are expected to show up, making this one of the largest protest since the height of the Maple Spring in 2012. Plus one of the biggest current international stars will be here.

Getting Around Town

If there ever was a day to decide to leave the car at home, walk triumphantly to the metro and then discover you forgot to bring your buspass, it’s tomorrow. Public transit will be free all day in Montreal as well as Laval and the South Shore (Metro is recommended as some bus lines will be re-routed), Bixis will be free until 3pm and driving through downtown is, well, not recommended.

I’m all for making public transit free for a day to help out the planet, but if we really wanted to reduce our carbon footprint, we’d make make travelling by bus or metro more efficient and either free or affordable with free as the goal all the time. Making driving unappealing with traffic laws is one thing, but you’ve got to have a carrot, not just the stick.

The Deets

The Climate March starts at noon at the Sir George-Étienne Cartier Monument, aka where Tam Tams happens, on du Parc. There will be Bixi “valets” near the sarting point.

It will find its way to Place de la Paix on St-Laurent by 3pm. Organizers say people with mobility issues can join the march there.

The exact route is unclear, though some political operatives clearly think they know its first leg:

Organizers say that not divulging the exact route is for “logistical and security concerns” though a part of me hopes it is a subtle action in solidarity with previous protesters arrested for not providing a route. Or at least an homage to them, I’ll take what I can get.

Greta, the Mayor and the Pipeline Owner

Montreal hosted quite a few celebrities over the summer and is currently hosting a handful with POP Montreal, but the biggest international star in town this week is playing an early show on a Friday. Greta Thunberg, the 16-year-old Swedish climate activist who has no problem slamming the UN and showing her complete contempt for the current US President will be speaking at the end of the march.

Montreal Mayor Valérie Plante will be giving Thunberg keys to the city and meeting with her after the march is over. She won’t be the only politician in attendance, though.

Prime Minister Justin Trudeau will also be marching, presumably in costume as one who cares about the planet (he does greenface now too). I wonder if Greta will confront him about the whole, um, you know, buying a pipeline.

Guess we’ll find out tomorrow, along with 300 000 people concerned about the future of the planet we all live on.

I had high hopes for the mayor of Montreal. I thought that in all the discourse about Bill 21, Mayor Valérie Plante, the leader of Quebec’s most multicultural city, would take a stand against it.

Instead, despite evidence that applying the law will only hurt Muslim women and prevent the Jewish, Muslim, Hindu, and Sikh people of Montreal from participating fully in our democracy, Mayor Plante has publicly stated that despite her objections to it, she will uphold Bill 21.

I have therefore drafted an open letter to our Mayor in both official languages which you can read below. You can add your voice to mine on change.org and I encourage everyone opposed to this law and the Mayor’s stance on it to send it to City Hall via their contact portal.

Dear Mayor Valérie Plante,

As a citizen of Montreal, I was overjoyed to see that we had finally elected a female mayor. I thought that as a woman elected to head the most multicultural city in Quebec, you would do what is necessary to stand up for the people you were chosen to lead. It is therefore disappointing to see that you have publicly stated that while you disagree with Bill 21, you will enforce and uphold it.

I understand that your position is difficult. As a woman in politics you are under greater scrutiny than your male peers, and as leader of our City you feel obligated to uphold the law. But history does not remember those who enforced unjust laws while wringing their hands in supposed discomfort. History remembers those who stood up in the face of them and said NO.

According to a 2011 study by Statistics Canada, 5.6% of Montrealers are Jewish and 9.6% are Muslim. Another 1.3% of the city’s populations are Hindus and Sikhs. All of these people will be affected by this law and thus denied a chance to assimilate and participate fully in our democracy. In these troubled times, they turned to you for guidance and in response you have turned your back on them. We therefore implore you to reconsider your position and prove yourself to be the leader we know you can be.

Stand up and say the City of Montreal cannot and will not enforce Bill 21.

We are counting on you.

Luc Ferrandez, Borough Mayor of Plateau Mont-Royal since 2009, former interim leader of Projet Montréal and more recently the Executive Committee member responsible for Montreal’s large parks, is out. He announced that he is leaving politics in a Facebook post earlier today. He has already submitted his resignation and it goes into effect in June.

Frequently controversial and never afraid to say exactly what was on his mind, sometimes to a fault, his departure announcement was very on-brand:

He didn’t give a benign reason (spending time with his family, etc.) and then follow it up with a bunch of thank-yous to his colleagues like a typical politician would. Instead he attacked the Plante Administration’s environmental bona fides and then followed it up with a bunch of thank-yous to his colleagues in that same administration as only Luc Ferrandez would.

His Rationale

Basically,Ferrandez feels that the current city government isn’t doing all it can to protect the environment. He also feels that he is someone known for his commitment to protecting the environment. Therefore, as he explained, his continued presence in the administration maintained a “false image” that they were doing all they could.

For Ferrandez, all they could be doing is a pretty extensive list. It includes proposals Plateau residents might expect, like taxing all parking spaces, taxing all cars coming into downtown and increasing the size of green spaces. There are also proposed limits and taxes on petrol products coming through our port.

The most interesting part, though, is his plan to limit the height of buildings in certain areas, but increase the height of buildings near parks and Metro stations. Basically, it’s designed to limit the need for daily car travel, something that’s probably worth its own article, but not today.

A Double-Edged Sword for Plante

Now the focus is, has to be, on what his departure means for Mayor Valérie Plante and Projet Montréal. The next municipal election is still two years away, but running without Ferrandez on the ballot will definitely be a factor.

On one hand, this may help Plante city-wide. Last election, incumbent Mayor Denis Coderre made “in a Plante-Ferrandez administration” his go-to snide remark in debates, knowing that the Plateau Mayor’s reputation, bolstered by local corporate media, was something that could hurt his opponent in parts of the city that were markedly different than the Plateau.

In the Plateau, though, Plante’s party loses someone who was re-elected, along with his entire team of councillors, twice, each time a landslide victory. Replacing him won’t be the easiest task, and it’s one that Projet needs to accomplish soon, because when his resignation takes effect in June, they have a 120 day by-election campaign to retain control of the borough that has been at the core of the party for a decade.

Today, the Plante Administration announced that after City Hall renovations are complete, they won’t put the crucifix back in the City Council chambers. Yes, this move is about secularism of the state, as the Mayor made clear:

“The crucifix is an important part of Montreal’s heritage and history, but as a symbol, it does not reflect the modern reality of secularism in democratic institutions.”

Plante also reiterated that she still opposes Quebec Premier François Legault’s plan to ban public sector employees from wearing religious symbols like kippahs and hijabs. The state, for her, and for me, and for anyone who really thinks it through, is the democratic institutions, like the City Council. chambers and not the wardrobe of teachers and bus drivers who work for the government.

Or, to put it in other words, a council member wearing a crucifix and, say, a security guard wearing a turban in the council chamber are just two people expressing their personal beliefs through what they wear. A religious symbol on the wall, though, is the state aligning with the particular religion the symbol comes from.

Not everyone sees it this way. I’ve already seen quite a few internet comments decrying the move as an attack on our traditions and I’m sure there will be talking heads on TV tonight and columnists in Quebec’s dailies tomorrow pissed off about what Plante did as well.

I’m sure that a good chunk, if not most, of the people coming out in opposition to removing the crucifix today will turn out to be the same people who were screaming religious neutrality of the state when the topic was Legault’s plan. I’ve already seen some commenters try and spin it that Plante is just anti-Christian and pro-Muslim.

While few will be that openly bigoted, those that previously supported the religious symbol ban and now oppose the move to remove the crucifix should admit that it isn’t about secularism at all, but about assimilation. They just lost any progressive secularist cover they may have enjoyed until now.

Those that support Plante’s move, want to get rid of the crucifix in Quebec’s National Assembly as well and support Legault’s ban, well, at least you’re consistent. Those that oppose both the symbol ban and removing the cross, you’re consistent as well.

Those like me, and now Montreal’s mayor, who don’t want the state to dictate what teachers can wear and think a government chamber is no place for a religious symbol, our logic makes perfect sense.

Those who think we should ban all religious symbols but the Christian ones, you’re not secularists, you’re cultural fundamentalists. And you just lost your political cover.

Quebec City versus Ottawa. Quebec’s provincial government versus Canada’s federal one. It’s the sometimes amicable rivalry, sometimes bitter fight that has dominated our politics for the past fifty years or so.

Now, with the election of a Coalition Avenir du Québec (CAQ) government for the first time ever, it looks like things are going to change. While Prime Minister Justin Trudeau may have already called out new Premier François Legault a couple of times, there’s only so much he can do without risking federal over-reach, which is never a good ideal in Quebec. Plus he will soon be busy fighting to keep his own job.

It looks like the next great intergovernmental battle, at least for the next three or four years, will be the National Assembly versus Montreal City Hall. Legault versus Plante. Here’s why:

From Side-Pander to Not Necessary

Back in the day, from the late 1960s to a few weeks ago, power always shifted between Liberal (PLQ) and Parti Québécois (PQ) governments. Both parties understood that Montreal votes were important enough for them to pander to us a bit during during election campaigns but not as important as votes off-island and across the rest of Quebec, which most of their policies were crafted to deliver.

Now, the governing party has almost no representation in Quebec’s largest city. They won only two seats here, Bourget and Pointe-aux-Trembles, both on the island’s eastern extremities. Flip them to any other party and the CAQ still has a strong majority.

Legault has a mandate, but he didn’t get it from Montreal. He doesn’t even have to pretend to care about what Montrealers care about, he doesn’t need us to hold power. We’ve gone from a side-pander to not needed to win.

That doesn’t mean their policies won’t affect us. In fact, the most overtly reactionary will pretty much only affect us.

Montreal needs to stand up to the CAQ and, at least on a few issues, it looks like we already are or are prepared to.

Banning Religious Symbols

Legault has promised to strictly enforce Bill C-62 which bans those providing or using government services (teaching in a school or riding the metro, for example) from doing so while wearing religious symbols. He plans to use the Notwithstanding Clause if the courts stop him.

The PLQ,  who won the most seats in Montreal, are unlikely to fight against the implementation of a law they wrote and passed (sure, they probably thought they would get some votes on the right before the courts struck it down, but Legault won’t let the Canadian Charter stop him).  Québec Solidaire (QS), who came in second here, may help fight this, but they only have ten seats in a Majority Government.

Montreal Mayor Valérie Plante, on the other hand, has said she has no problem with civil servants wearing religious symbols, including police officers. She opposed Bill 62 as a candidate and while she said she will wait and see what the CAQ plan looks like, opposing it would just make sense.

The Greater Montreal area and the Island of Montreal are the most ethnically and culturally diverse parts of Quebec. It’s also where most immigrants live. Here, a Muslim woman wearing a hijab or a Jewish man wearing a kippah is not a strange sight, it’s part of daily life. They are members of our community with the same right to provide or avail themselves of government services as the rest of us.

Of course it’s like that. Montreal is a metropolis. Cultural, religious and ethnic diversity are essential parts of being and staying a world-class city, as important as a large population and a decent public transit system.

Close to two million people live on the Island of Montreal and over four million in the Greater Montreal area. The CAQ wants us to look as white and Christian as, say, Trois-Rivières with a population under 150 000. While he claims to be a Quebec nationalist, Legault’s attitude towards Quebec’s officially designated metropolis is not only bigoted, it’s also quite, um, provincial.

If Plante does ultimately end up refusing to implement the new Quebec Government’s plan when it comes to Montreal employees and people receiving services from the city, I don’t know what Legault could do to make her. Things could get interesting.

Implementing Cannabis Legalization

When it comes to legal weed, Plante isn’t taking a wait and see approach. In Montreal, you can smoke your legal cannabis anywhere you can smoke tobacco or vape, but you can’t spark a joint near schools, on a terasse, in hospitals, on a bus, or basically anywhere you can’t smoke a cigarette.

Legault, on the other hand, is considering a province-wide ban on smoking pot in public, such as on sidewalks or in parks. Basically he’s treating it like booze, while conveniently forgetting that there are public places called bars where you can legally consume alcohol and if you bring a sandwich to a park along with a bottle of wine, it’s a picnic.

Five Montreal boroughs, all held by the opposition party Ensemble Montréal (formerly Équipe Denis Coderre), are planning similar bylaws. While it’s a really out-of-touch idea, I understand how a borough can make such a regulation, just as I understand how a city can make an opposing regulation.

What I don’t get is how a provincial government can pass what should be a municipal zoning regulation to supersede existing zoning regulations. Pot smokers aren’t criminals anymore, just people facing fines if they light up in the wrong place.

If Plante tells the Montreal Police (SPVM) not to enforce provincial ban on smoking cannabis in public, except in the boroughs where it was banned, and they listen, would Legault send in the SQ to enforce it? Could that even work?

Public Transit

And then there’s the Pink Line. A Plante campaign promise that would see a new metro line run from Montreal North through Rosemont, the Plateau, Downtown and NDG, all the way to Lachine.

As bold as that is and as pie in the sky as it may sound, Plante already got the Federal Government to sign off on investing money in it. While QS fully incorporated it into their transit proposal, Plante decided to have a photo-op during the campaign with Liberal Premier Philippe Couillard who had only said he would consider it.

It’s clear her transit plan caused her to have an unofficial ABC (Anyone But CAQ) approach during the campaign. And with good reason: Legault had said his administration would oppose the new metro line.

So, faced with the worst possible election outcome for the future of the project, Plante adopted a go big or go home approach and announced yesterday that she was moving ahead with the Pink Line and creating a project office to study the potential impact on urban development, mobility and socio-economic needs.  This office will compliment studies the Société de transport de Montréal (STM) is already doing and have a budget of $1 Million.

Basically, if project office determines that the Pink Line is feasible and shows how it can be done right, and two thirds of the money is already there, Legault, who will probably be sitting on a pile of legal cannabis sale revenues and tax money by then, will be boxed into a corner. It’s a bold strategy and one that may pay off.

Whether it does or not, prepare for a fight. Maybe a slow-moving, incredibly polite and bureaucratic one, but a fight nonetheless. A political fight on three, maybe more, fronts. Montreal versus Quebec has just begun.

Say what you will about Montreal Mayor Valérie Plante’s first eight months in office, when it comes to animals, her Projet Montréal administration has been doing exactly what they said they would. Even her staunchest opponents can’t argue that fact.

Soon after taking office, they scrapped former mayor Denis Coderre’s much-maligned pit bull ban and promised a new, thorough animal control bylaw based on research. This past Thursday, they delivered.

Here are some of the highlights of the proposed plan, already approved by Montreal’s Executive Committee and up for vote by the full City Council tomorrow:

Calèche Ban

Montreal has issued 24 permits for horse-drawn Calèches to operate this year and in 2019, but won’t be issuing any more. As of 2020, horses pulling tourists through the streets of Old Montreal in the hot sun will be a thing of the past.

This follows several videos in recent years of horses collapsing on the “job” as well as years of opposition to the practice from Plante’s party and over a century’s worth from the Montreal SPCA. The plan also involves:

  • A move towards electric-powered calèches
  • Funding renovations of the Griffintown Horse Palace and converting it into a museum and potential living space for horses (something started under Coderre)
  • Finding new homes for the horses currently being used, which counters the calèche industry’s claim that the horses will have to be slaughtered

Rescue Not Breeders

As of July 2019, pet stores in Montreal will only be permitted to sell dogs, cats and rabbits that come from animal shelters, not from breeders. This is certainly a bold move that will prompt resistance, mostly from pet stores, but the Plante Administration is surely prepared for that.

What’s really fascinating and encouraging here, though, is that Montreal is effectively turning adopting a rescue pet from an ethical choice many currently make into the most standard and efficient way to bring an animal home in the city.

It’s the Owner, Not the Breed

While Coderre’s Pit Bull Ban is now a thing of the past, the Plante Administration hasn’t forgotten about what prompted it in the first place: a woman who died because a dog attacked her. The new bylaw deals with dangerous dogs by focusing on specific dogs that are violent and their owners, not with blanket targeting of entire breeds.

Under the new plan, if a dog bites a human, the dog’s owner is required to report it within 72 hours and muzzle the dog when outside until experts trained by the city do their job. These inspectors will classify the dog as either normal, potentially dangerous or dangerous and determine what restrictions, if any, need to be applied. The owner pays for the evaluation.

This is clearly one area where Montreal’s new administration is sticking to their promises while backing them up with logic and research.

The Plante Administration really isn’t wasting much time implementing their election promises. The pit bull ban is gone, so is the Formula E, and now cars won’t have a mountain shortcut to get from one side of Montreal to the other as part of a pilot project this spring and summer.

The city will close Camillien Houde to cars between Beaver Lake and Smith House (the big lookout) while allowing buses and bikes to pass. This stems from a promise to do something about bike safety on the mountain in the wake of the death of cyclist Clément Ouimet last summer.

Their strategy seems to be get as much done as possible early and let Montrealers grow to like the changes over the next few years. Since this is the first time Projet Montreal, or any left-of-centre political outsiders for that matter, find themselves in power here, it makes sense.

But is this particular plan a good idea? One that we will come to appreciate in four years’ time? Yes, but only if it goes further.

Winding Highway in the Middle of the City

Not everyone is happy with this pilot project, as expected. Even some Plante supporters aren’t for the plan. Some feel this was too hasty and decided without enough consultation while others wonder why they didn’t just make a separate bike path. Most criticism, though, centers around additional traffic on other routes.

Living in Montreal my whole life but not being a driver, I have traveled that stretch by car and taxi many times. It always felt like I was in a racing video game, even with cautious, responsible drivers behind the wheel.

The lack of stops turns it into a highway by default. And at that, it’s a highway that winds and curves its way up and down a mountain. It was a bad idea to begin with, albeit a convenient one.

Yes, this will mean more cars on other roads, but the safety concerns for both cyclists and drivers outweigh the inconvenience. Also, public transit users will still be able to take advantage of this shortcut as buses will still go through.

This is a needed move. My only concern, though, is that it doesn’t go far enough.

The Shortcut is Gone, But the Risk Remains

Blocking off a chunk of Camillien Houde will mean fewer cars, but not no cars. Now, all those who drive up the mountain will be doing so to visit a part of the mountain such as Smith House and then return.

Well, almost all. There will inevitably be those unaware of the change who will make their way up expecting to end up on the other side only to find out they have to turn back.

If this seems like just a minor problem, it won’t be. The only thing worse than drivers barreling down a winding pseudo-highway is frustrated drivers trying to make up lost time barreling down a winding pseudo-highway.

A Proposal

There is an easy fix, though, and it’s one I hope the Plante administration considers:

  1. Stop all car traffic at Parc and Mount-Royal on the eastern end and Beaver Lake in the west.
  2. Create two lanes, one in each direction, for city buses and emergency vehicles, two separate lanes for cyclists and, if possible, a space for pedestrians.
  3. Add more buses on the route and create stops: one at the Camillien Houde lookout midway up from the east, one at Smith House and one at Beaver Lake for now and maybe more later. All stops should be wheelchair accessible.

If people want to visit the mountain and are unable to do so on foot or by bike (or just don’t want to), they can do so by bus. There’s already a parking  lot at Beaver Lake. For this plan to really work, the city would need to make another one near Parc and Mount-Royal. You can drive to the mountain, but not over it.

If this seems like a permanent change, then good. A pilot project can only go so far and risks alienating people without fully showing the payoff.

Eliminating the mountain shortcut will draw the same ire if you cut cars at Smith House or at Parc and Mount-Royal, so why not go all the way and fully eliminate a pseudo-highway that was a bad idea to begin with.

The administration of newly elected mayor Valérie Plante is off to a good start. She cancelled the traffic-inducing ridiculously expensive publicity stunt called the “Formula E” races and in a move long overdue, has appointed an Indigenous Commissioner to the city’s administration. Her choice for the post is Cree lawyer Marie-Ève Bordeleau.

This article is about her, the importance of her appointment, and who she will help.

When people think of Montreal’s indigenous community, they unfortunately think of alcoholics and panhandlers that work primarily in the city’s downtown core.

Their stories are much more than that.

The city was founded by Indigenous people, and the suffering of much of the community is a direct result of the impact of colonialism. Though a 2015 survey indicates that Natives make up one-point six percent of Montreal’s population, they make up over ten percent of its homeless.

Indigenous Montrealers face discrimination at every level from accessing basic health care to finding a place to live. Many renters in the city refuse to lease to Indigenous Canadians and those who do are usually slumlords. Quebec police forces have earned a reputation for treating them more severely than whites, and the city’s Indigenous support groups have been calling on the municipal authorities to cooperate with them to make Montreal a better place for their people.

The idea of appointing an Indigenous Commissioner is not a new one. In January 2017 then-mayor Denis Coderre announced that he would appoint one following a meeting he had with aboriginal groups. At the same time, Coderre promised to run an aboriginal candidate in the upcoming election and have native staff members on his campaign.

The city’s indigenous groups were justifiably skeptical, as white politicians have a long history of promising action to Native communities with no follow-through. True to their skepticism, Coderre did none of this and thankfully Mayor Plante is working to fix it.

Montreal’s Indigenous Commissioner has a lot of work to do. Appointed for a term of three years, she is tasked with developing a reconciliation strategy for the city of Montreal with regards to its Indigenous population. She must also advise the mayor on the best ways of building bridges between the city’s administration, its indigenous population, and the rest of the citizenry. She must lead working groups consisting of representatives from municipal departments on how best to include indigenous perspectives in the drafting of laws and regulations.

On top of all that, the Indigenous Commissioner must address the issue of homelessness within the community. As the newly appointed commissioner has said, it’s really “a project of collective healing.”

The appointment of an Indigenous Commissioner to the municipal administration is a big deal as it is a recognition that Montreal cannot continue to neglect its Native population. It must, however, be stressed that the importance of this appointment goes beyond symbolism and one glance at Marie-Ève Bordeleau’s impressive resumé confirms this.

Who is Marie-Ève Bordeleau?

Marie-Ève Bordeleau is a lawyer from Senneterre who studied at Université Laval. Her father is Cree from Waswanipi and her mother is Quebecoise.

After graduating law school, she was selected by The Pacific Center for Public Integrity, a non-governmental organization, to work with Indigenous communities in Fiji. From there, Bordeleau worked at the firm of Morin and Murdoch where she worked Indigenous law cases that required her to travel throughout the reserves in the Baie James area. She was also involved the in 2015 Val D’Or crisis in which provincial police were accused of abusing indigenous people, especially women, in their custody.

Perhaps the most significant characteristic of our new Indigenous Commissioner’s career is the clear dedication to improving the lives of Indigenous people.

In 2016 she started a mobile mediation service for Indigenous communities with her colleague, Martha Montour. It’s office is located in Kahnawake and offers mediation services – a way for two parties in a conflict to work out their differences in a structured environment outside a courtroom – in the fields of family law, labour law, as well as between Indigenous organizations and tribal councils.

Bordeleau has also traveled across Canada consulting with those who run shelters for Indigenous women fleeing family violence and has met with their directors and aid workers in order to develop legal tools to best help them. In the interviews she’s given, she expresses her outrage at the discrimination faced by Native women.

In 2016 she told Droit Inc., an online legal journal, that she thinks the Commission on Missing and Murdered Indigenous Women is a step in the right direction for the Federal government, but like all Indigenous people dealing with a mostly white government, she knows their intentions are good but they still must prove themselves through action.

What Bordeleau has constantly stressed is that Indigenous communities need more resources, including greater access to grants and subsidies and financing parity between the institutions and organizations of these communities. She has noted in the past that one key to healing relations between Indigenous communities and provincial and federal governments is that the latter formally recognize that the problems facing Canada’s Indigenous people are due to the impact of colonization.

Montreal’s new Commissioner of Indigenous Affairs is more than just a symbolic post. It is an indication that the city is truly committed to healing relations with its Native population and working actively to improve their lives. Mayor Plante could have appointed any Indigenous leader to the post, but instead she chose a woman whose career has been distinguished by its proven commitment to recognizing and fixing the problems facing her people.

If anyone can promote healing between Montreal and its Indigenous community, it’s Marie-Ève Bordeleau.

With her at the helm, there’s hope for the future.

During the 2017 Montreal Municipal Election campaign, Valérie Plante said that she would either move the Formula E electric car race to Circuit Gilles Villeneuve or cancel it. Today, she made good on that promise.

Moving it from the southeastern most part of Downtown where it caused numerous headaches for local residents and businesses last year to the world-class racetrack just a metro ride away wasn’t an option for 2018, so she tried to postpone for one year. The Fédération Internationale de l’Automobile (FIA), the governing body of Formula E, wouldn’t have it, so Plante cancelled the race.

FIA tweeted their reaction to the news with quite a bit of snark:

Of course, spiraling out of control into a guardrail is a pretty apt metaphor for how many Montrealers felt about the way former Mayor Denis Coderre and his administration handled the race’s Montreal debut last year. The disruptions were one thing, but the cost and lack of return for it is a whole other story.

The race’s local promoter Montreal it’s electric, a non-proft organization started by the city under Coderre, gave away 20 000 tickets to boost attendance at the race to 45 000. Voters only found this out a few days before the election and it may have been one of the things that put Plante over the top on election day.

Today, in a press conference announcing the cancellation, Plante revealed that Montreal it’s electric already went through its $10 million line of credit from the city and still owes $6.5 million. Plante figures that if you add that cost of running the race again by building a temporary track, it would cost Montreal between $30 and $35 million just for 2018.

Yes, cancelling the Montreal Formula E, which was supposed to run for two more years, comes with penalties, but Plante argues that it will be much cheaper than going ahead with another edition following last year’s costly Coderre model.

It’s also interesting to note that Montreal is/now was the only city to fund the race. Perhaps Coderre wasn’t the best negotiator.

Plante and most Montrealers would probably agree that promoting electric cars is a good thing, as is attracting international events. Paying millions and disrupting city life is just not the way she wants to do it.

That didn’t take long. Less than a month after taking office, Montreal Mayor Valérie Plante’s Projet Montréal administration announced they will fulfill an important campaign promise: getting rid of former Mayor Denis Coderre’s controversial breed-specific legislation (BSL), often referred to as the pit bull ban.

In a press release, Craig Sauvé, Sud Ouest City Councillor and the Executive Committee (EC) member responsible for the city’s animal management, announced that the EC will officially vote to suspend the articles of Bylaw 16-060 which deal with a specific breed, cross-breed or traits of a breed of dog that Coderre’s administration had passed in late 2016.

Montreal headfirst jump into breed-specific legislation drew the ire of dog owners, the SPCA and international animal rights activists last year. Projet Montréal, then in opposition, had characterized it as legislation written “on the back of a napkin” and Plante’s promise to eliminate it and replace it with something based on evidence could very well be one of the main reasons she was elected.

In the press release, Sauvé claimed that this was just a “first step” as the party plans to work on new legislation dealing with dog attacks but focused on the upbringing and bad owners, not the breed. This will, of course, be done in consultation with groups like the SPCA.

For now, dog lovers can breathe a sigh of relief that Montreal’s costly, confusing and wildly unpopular experiment with breed-specific legislation will soon be a thing of the past.

A few days after being sworn in as Mayor of Montreal, Valérie Plante has unveiled our city’s new Executive Committee.  This is the group that generates documents like budgets and by-laws and presents them to City Council.

As promised, it’s gender-balanced and draws from various parts of town. It also includes a member not from Plante’s Projet Montréal party, Verdun Borough Mayor Jean-François Parenteau who ran with Coderre’s team but now sits as an independent.

Montreal’s largest borough, Côte-des-Neiges—Notre-Dame-de-Grâce, is represented by Councillor Magda Popeanu, one of the committee’s vice presidents now in charge of the rather large portfolio dealing with housing. The Sud Ouest is well represented by the Committee President and Borough Mayor Benoit Dorais and Craig Sauvé, a City Councillor who will be an Associate Councillor on the committee helping with mobility (he was Projet’s former transport critic).

Boroughs that recently went Projet like Mercier-Hochelaga-Maisonneuve and Villeray–Saint-Michel–Parc-Extension will be represented, as will Rosemont-La-Petite-Patrie and Le Plateau Mont-Royal, two Projet strongholds. Plateau Borough Mayor and quite the divisive figure Luc Ferrandez got the major parks portfolio, something that even his harshest critics would agree is right up his alley.

Unfortunately, as various media outlets, the opposition and even Plante herself noted, this committee fails when it comes to diversity. While 40% of Projet’s electoral slate were visible minority candidates, none of them were elected.

The only four elected non-white City Councillors ran with Coderre. While Plante’s team did approach most of them about joining the Executive Committee, there was one condition that Parenteau met but they apparently refused to: leave the Équipe Coderre caucus. They don’t have to be Projet members, they just can’t still be members of the former mayor’s party.

These are all the newly announced members of Montreal’s Executive Committee:

Valérie Plante: The Mayor of Montreal and Ville-Marie Borough Mayor will also be in charge of Downtown, Mount-Royal and international relations

Benoit Dorais: The Sud-Ouest Borough Mayor will serve as President of the Executive Committee and also handle finance, human resources and legal affairs

Magda Popeanu: The City Councillor for Côte-des-Neiges will serve as Vice-President responsible for housing, real estate planning and management and diversity

Sylvain Ouellet: The City Councillor for François-Perrault (in Villeray–Saint-Michel–Parc-Extension) will serve as Vice-President responsible for water and water infrastructure management, infrastructure and electrical services

Éric Alan Caldwell: The City Councillor for Hochelaga will be responsible for urban planning, transit and the Office de consultation publique de Montréal

Christine Gosselin: The City Councillor for Vieux-Rosemont will be responsible for heritage, culture and design

Luc Ferrandez: The Plateau Borough Mayor will be responsible for the environment, major parks, sustainable development and green space

Nathalie Goulet: The City Councillor for Ahuntsic will be responsible for public security

Robert Beaudry: The City Councillor for Saint-Jacques (Ville-Marie Borough) is responsible for ecomomy, business and intergovernmental affairs

Rosannie Filato: The City Councillor for Villeray will be responsible for social and community development, the homeless, youth, sports and recreation

François William Croteau: The Rosemont–La Petite-Patrie Borough Mayor will be responsible for smart city, information technology and innovation

Laurence Lavigne Lalonde: The City Councillor for Maisonneuve–Longue-Pointe (Mercier-Hochelaga-Maisonneuve Borough) will be responsible for transparency, democracy, governance, citizen life and Espace pour la vie

Jean-François Parenteau: The Verdun Borough Mayor will be responsible for citizen services and purchasing

Sophie Mauzerolle: The City Councillor for Sainte-Marie (Ville-Marie Borough) will serve as an Associate Councillor assisting Plante directly

Alex Norris: The City Councillor for Jeanne-Mance (Plateau Borough) will serve as and Associate Councillor assisting with public security

Marianne Giguère: The City Councillor for de Lorimier (Plateau Borough) will serve as an Associate Councillor assisting with active transit

Craig Sauvé: The City Councillor for Saint-Henri—Little-Burgundy—Point-Saint-Charles will serve as an Associate Councillor assisting with mobility and citizen services

Suzie Miron: The City Councillor for Tétreaultville (Mercier-Hochelaga-Maisonneuve Borough) will serve as an Associate Councillor assisting with infrastructure

Usually when writing these election breakdowns, I always have to search for the silver lining. Not this time.  I’m very proud of Montreal.

First, we have elected a woman as Mayor for the first time in 375 years. And an extremely progressive woman, too.  Valérie Plante, a one-term City Counselor who rose to become the leader of Projet Montréal and in just a few months has unseated career politician, former federal cabinet minister and incumbent Mayor Denis Coderre who has now quit municipal politics after just four years in it.

This is a tectonic shift in Montreal politics which will have repercussions in both the provincial and federal political arenas. No surpise that Plante pretty much put Quebec City and Ottawa on notice, in the most polite way possible, during her victory speech.

As a whole, it was one of the most spontaneous, upbeat, fun and positive bits of political discourse I have ever witnessed. It was also a serious promise to focus on Montreal and bring everyone together to do it.

Definitely worth watching:

While Mayor of Montreal is a very powerful position in and of itself, a majority on City Council makes it that much easier for the winner to hit the ground running. Otherwise, they would need to form coalitions with independent councilors and those from other parties.

Plante would have been able to pull off the latter rather easily, given that pretty much everyone not running on Coderre’s team endorsed her for Mayor. However, that won’t be necessary, as Projet Montréal won 34 of the 65 seats available, giving her a majority.

Thanks to that, she has already started putting together her Executive Committee with Sud Ouest Borough Mayor Benoit Dorais as its President and has already started talking to Quebec officials and is planning to talk to Ottawa about getting more buses on the road and potential funding for the Pink line. It looks like things will move fast, which is great news for transit users, pet owners, cyclists, people who dislike wasteful spending but are fond of transparency and, arguably, all Montrealers.

Huge Borough Gains for Projet Montréal

Projet is also now quite strong in borough governments. Ten borough mayors belong to the party, eleven if you count Ville Marie (Downtown and Old Montreal), as the Mayor of Montreal also leads that central Borough Council.

As a Ville Marie resident, I found that particular setup annoying when Coderre, who was not our voters’ choice for Mayor (he finished third among Ville Marie voters in 2013), wielded power over the council made up entirely of the opposition. This time, Ville Marie voters chose Plante first, just like the city, so who we voted for is who’s in charge at both the city and borough level, a very welcome change.

Projet also holds the majority on the Ville Marie Borough Council with Plante’s co-candidate Sophie Mauzerolle retaining Sainte-Marie by a healthy margin and Robert Beaudry winning in St-Jacques over the three time Projet mayoral candidate who left the party he co-founded to run with Coderre. Definitely one for the Bad Career Moves Hall of Fame.

Voters in Peter McGill, my district, elected Cathy Wong, the lone Équipe Denis Coderre (probably gonna have to change the party name now) councilor in Ville Marie. While I was hoping for a clean sweep of the borough with Projet’s Jabiz Sharifan, I’m glad that at least Steve Shanahan, who abused his municipal office to run federally for Harper, lost.

Projet maintained complete control of the Plateau, Rosemont-La-Petite-Patrie and Sud Ouest. It wasn’t even close in most of those races. The party also swept places like Lachine and L’Île-Bizard–Sainte-Geneviève where they had no representation previously and made significant gains in boroughs like Outremont.

Perhaps the most significant local increase happened in the city’s most populous borough, Côte-des-Neiges–Notre-Dame-de-Grâce. It’s also the part of town hardest hit by Montreal’s traffic woes.

Former Gazette journalist Sue Montgomery unseated former provincial MNA and incumbent Borough Mayor Russell Copeman, who would have been President of the Executive Committee had both he and Coderre won. Peter McQueen won a third consecutive mandate in NDG by one of the largest margins of victory in the city and Magda Popeanu was re-elected to a second term in Côte-des-Neiges.

Voters in Loyola elected Projet’s Christian Arseneault, giving the party three of the borough’s five council seats. He beat out Coderre candidate Gabriel Retta with incumbent independent councilor Jeremy Searle finishing third. I guess calling constituents at 4am to argue with them and showing up at council meetings (allegedly) drunk will cause you to drop in votes.

Former Interim Mayor of the borough Lionel Perez was re-elected in Darlington, making him the only member of Coderre’s team on the Borough Council. Marvin Rotrand, the leader and only elected candidate for Coalition Montreal held on in Snowdon. With 35 years in office, it would take quite a bit to unseat him, though he only beat Projet’s Irina Maria Grecu by 576 votes. He also came out in support of Plante for Mayor during the campaign and just announced that this term will be his last.

It’s clear which party will be running the show in this major borough for the next four years.

The Changing Face of Montreal Politics

With political establishment heavyweights like Copeman and now-former Villeray–Saint-Michel–Parc-Extension Borough Mayor Anie Samson losing to political newcomers (though ones who have been very involved in their communities), the face of politics in Montreal is changing. Business-as-usual is now in the minority at City Hall.

The Old Boys Club mentality has been show the door both figuratively and literally. There are now more women in positions of power in the city than men. Another first for Montreal.

The new look also fortunately comes with a new, progressive attitude. Plante and Projet won because Montrealers from all over the city and from all walks of life rejected the bread and circuses to hide inaction approach that has guided our development for decades.

We’re on a path of ambitious, though realistic infrastructure development. One of sustainable and fair mobility and a locally-focused attitude. It’s a great time to be a Montrealer.
